Evaluation of social-economic programs is marooned by challenges, especially in Africa. What are some of the factors that influence the independence of evaluators?

Although there can be many factors, some common factors that influence that independent status of the evaluators include:

1. Employment by the social-economic program of a family member or the evaluator himself.
2. Bribery payments received by the social-economic program, which is unfortunately common in Africa.
3. The evaluator's personal beliefs in regards to the social-economic program (and whether there is a better alternative in his/her opinion).
