Have fiscally conservative politicians conflated deficit reduction with economic growth?

The fiscal conservative politicians believe that deficit in the economy can be minimized if the government debt is minimized. A reduction in the debt from the rest of the world boosts the value of the domestic currency and leads to economic growth. In that sense, we can say that fiscally conservative politicians have conflated deficit reduction with economic growth.
