Why is it difficult to have a credible long term Human Resource planning?

Long-term human resource planning involves a strong and steady tone at the top. This is very hard to maintain given the many organizational changes that ultimately impact a company's human resource planning.

• For instance, a newly elected board of directors may force the company to cut new hires and instead of expanding a certain division, human resources need to fire those workers. This interrupts their process of building a sustainable culture.
• Another example is due to the higher turnover of executives at the firm, a new executive may want to outsource a previously crucial department which suddenly shifts HR's strategy again.
