Simply one visit to the plantation might not show him all that is going on with the workers there. That being said this should not excuse the work conditions there. To make a qualified business decision on such a big supplier who provides 55% of the raspberry production all information needs to be investigated thoroughly because terminating such a big contract without a backup plan could cost many company employees their job due to the revenue loss connected to it.

One option could be to reduce the dependency on Tamarillo and slowly move away from the supplier to expand the supply chain to multiple other suppliers over the following years. This would secure the company's own employees and with the new selection process, Diaz could pay more attention to whom they go into contract with. Still, Diaz now knows about the harsh working conditions and cannot simply say it's not his problem.

Since Moynihan apparently did not keep up their visits to the Tamarillo plant before where they could have realized the working conditions earlier it is, in my opinion, their obligation as well to make sure the refugees are compensated according to US law regulations and treated fairly. Even if the company would move away from its contract with Tamarillo it could still support the site in Mexico by providing housing for workers as this would also foster working morale and loyalty towards the brand, besides aiding through humanitarian motivation.
