1)
Excludable goods are those goods whose usage can be limited to the people who actually pay. People who do not pay can be prevented from using or consuming it. In this case, apples in a public park, fireworks display, swimming in the ocean, and a walk in a public park all are non-excludable since consumption cannot be excluded for some people based on payment or non-payment. All the people are allowed to consume it as per their willingness. Whereas the education in a community college will involve certain fees charged to the students for availing the educational service facility. This is thus an excludable good, as by charging fees, some people can be prevented from getting education from the community college.
