Crosby was able to point out that zero defects are not anything originating on the assembly line. Management must set the tone and culture for staff to imitate in order to create a production process that has zero defects. If management does not build a structure that specifically aims at zero defects, therefore workers are not to blame when things go astray and trigger defects. In Crosby's concepts of quality and "non-quality" sensitivity to consumer requirements and the avoidance of defects is evident as follows: "Quality is conformance to requirements; non-quality is nonconformance."
