a counselor is meeting with a client who is unhappy with the counselor's services. The client would like to end the counseling relationship and seek counseling from someone else. The counselor informs the client that she believes the client should not be jumping to a new counselor every three to four weeks.
The client acknowledges the fact that she has seen different counselors, but believes that the best course of action is to end the relationship. The counselor insists that the client won't find anything useful in the records. So, doesn't agree to hand over the records immediately.
Describe in detail the applicable ACA codes of ethics that the counselor could potentially break by not handing over the client records back to the client.
