Hierarchy of control refers to the system of controlling risks in the work place which tends to involve step-by-step approach so as to eliminate or reduce risks. The hierarchy is ranked as from the most effective control to the least effective.

The hierarchy of control is made up of the following;

Elimination.

This involves the physical removal of the hazard and it is the most effective hazard control. For example, if workers have to work high above the ground, the can opt to move the part they are working on to the ground floor so as to eliminate the need to work at heights.

Substitution.

This is the second most effective hazard control method which tends to involve the act of replacing something that produces a hazard with something else which produces a lesser hazard or does not produce hazard at all. For example substituting titanium white for lead-based paint where by the new product must not create unintended effects for it to be an efficient control.  Since airborne dust can be harmful, if a product with a larger particle size can be purchased, the smaller product can be easily replaced with the larger product.

Engineering controls.

This is the third most effective means of controlling hazards.

These do not minimize hazards but rather separate individuals from hazards.  In the hierarchy, the capital costs of engineered controls appears to be higher than  less efficient controls, but they may minimize potential costs.

Administrative controls.

Administrative controls are the changes to the way people work or the manner in which they carry out their activities during work. Examples of administrative controls include procedure changes, employee training, and installation of signs and warning labels within a workplace setting.

Personal protective equipment.

This refers to anything which employees use or wear to minimise risk to their health and safety during work. They include things like face masks, safety glasses, hard hats and gloves. They are the least effective means of controlling hazards due to the high potential for damage rendering the personal protective equipment ineffective.
