Operational expense means it is the expenses incurred during your day to day operation in your IT Operations.

Azure Pricing calculator is the web app designed by Microsoft Azure to give you an idea how much will cost you

running specific service. You can specify the specs of the service and the duration it will be running.

For example, if you purchase a service such as Virtual Machine in Azure the cost of running that Virtual Machine will be part of your Operational Expense.
