KIDS' COUNT is a project in the United States known to have been started by Annie E. Casey. The project is meant to collect data concerning kids. Every year, the project produces a comprehensive report on KIDs. The program helps assess the well-being of children in the U.S. Texas City is one of the most populous city in the U.S. Kids population in the state is a significant challenge as most of them are poor. Research shows that 21% of the kids in Texas are lacking, with the Hispanic population leading by 29%, followed by 27% who are blacks, then Asians with 10% and lastly, the whites with a total of 9%. According to the 2017 census, the total population for children was 7,304,633 in Texas, increasing from 7,291,228 the previous year, 2016.

Evidently, Texas' Child population is gradually increasing. This is advantageous to the whole Texas fraternity as it is security to its future economy, social and political stability. The protection of youth is thus a concern for every Texan. To guarantee this protection, preventive programs which aim at preventing high risk-children in the community have been formed. The programs’ goal is to protect children below 18 years of age from health hazards, possibly from substance abuse, family violence, psychological disorders or even dietary problems caused by dire domestic conditions. Besides, preventive programs target curbing the sharp fall of the enrolment of children with disabilities in Early Childhood Intervention (ECI). The programs also fight for children’s juvenile justice and educational rights. However, some recommendations need to be fixed to improve these programs' goals. Frequent training and seminars to both youths and their parents on substance abuse effects will save adolescents from perils that result from drug abuse (Tingle, Haynes & Li, 2017). Adequate funding of the ECI and its management will strengthen it, thus protecting infants and kids with disabilities. Also, training and supporting caregivers will foster care given to the children with complex mental problems. Advocating free education for every child regardless of race will also help kids from unprivileged families build their future (Hoelscher et al., 2015). Moreover, improving Juvenile justice to ensure that most youths are rehabilitated instead of detention, providing appropriate services for children in such systems, and even reforming the system to ensure that kids' mistakes do not proceed with them to adulthood will protect children.

Non-profit Organizations ought to set clear goals for their effectiveness and permanence in service. For these programs to control high-risk children, they should first understand the problems that the kids undergo. Due to different social classes in Texas defined ethnically, many parents cannot afford education for their kids. Even basic needs are a challenge to many of them. After dropping out of school, some are influenced and are trapped in drug abuses that drive many to Juvenile delinquencies (Welton & Williams, 2015). Others have mental disorders and cannot access the appropriate medical care because of constraining. Some of the kids undergo psychological and emotional problems because of life hardships. Non-profit Organizations need to understand these problems to solve them efficiently.
