Alexander Hamilton said that starting with a clean slate after the Revolutionary War would enable the government to create a strong treasury department. His opposers, most notably James Madison and Thomas Jefferson, argued that since the South had already paid off state debts, there was no reason to let the North's debts be wiped clean.
