The National Incident Management System (NIMS) designed by the Department of Homeland Security is a comprehensive national approach to incident management that can be applied at all jurisdictional levels and even across functional disciplines. It provides a common standard for the overall incident management. NIMS guides all levels of the private sector, government, and nongovernmental organizations (NGO) to work together to prevent, mitigate, protect against, respond to, and recover from any incidents.
The Federal Emergency Management Agency (FEMA) is responsible in helping people before, during and after any disasters. FEMA supports the mission of strengthening the security and resilience of the nation by working to improve the ability of all to manage events, incidents and emergencies. The National Disaster Recovery Planning (NDRP), Division at FEMA headquarters coordinates and facilitates Recovery Support functions at the national level. The recovery process is best described as a sequence of interdependent and often simultaneous activities that progressively advance a community toward a successful recovery. However, decisions made and priorities in the recovery process set early by a community will have a snowball effect on the nature and speed of the recovery progress. FEMA's National Integration Center released the updated NIMS Training Program in order to sets forth a structure for national training and establish the roles and responsibilities of FEMA and members of the NIMS stakeholder community. The NIMS Training Program identifies specific activities for developing, maintaining and sustaining a training program that prepares incident personnel to understand their responsibilities during incidents and work together for it.
