What is the piece of federal legislation on victims rights that is most important for victims of crime?

The piece of federal legislation is the ''The Victims' Rights and Restitution Act of 1990'' that helps the victims of a crime of a federal level which has restitution rights. In addition, it is required if the court will not order restitution and grants only partial restitution the courts need to say on the record the reasons why it was not granted. 

The rights of the victims are the legal rights that affords the victims. In addition, they include the rights of a victims advocate, restitution, to be excluded from the proceedings of criminal justice. Furthermore, one of the most significant rights for the victims of crime is the rights to hear during the proceedings  and their interests.
