After conquering Vietnam, Vietnam's regime soon became ruthless, with an authoritarian monarchy. Many thousands of people leave the nation by boat seeking asylum in other countries. This international situation instigated an outburst of worldwide solidarity, as individuals in the West mobilized themselves to immigrants.  Howard Adelman is the man behind the proliferation of refugees in Canada after feeling obligated to support migrants since he was a humanitarian and a Jewish-Canadian who had been turned down in the country in the late 1930s. He welcomed the first immigrants into his home before learning that reforms to the Immigration Act would encourage private organizations to sponsor immigrants. Through cohesion, he managed to mobilize his friends to take in the refugees. Word spread, and more people wanted to assist the cause.  Public support allowed Operation Lifeline to go nationwide quickly, and more people were collaborating to relocate Immigrant families across the world. The move was therefore based on personal volition and mobilization of people. The government had nothing to do with it. However, they joined the movement after taking up refugees became popular and widespread in Canada.
