Sometimes there is a disconnect between the root causes of a problem and a solution. For example, in the medical field, a doctor may find it easier to treat the symptoms rather than the root cause of an illness, in which case the illness will persist. The same can be true in the criminal justice field. Criminal behavior is a symptom that often is “treated” with incarceration and community supervision, but the root causes of criminal behavior (e.g., poor parenting, moral disengagement, substance abuse) may not be addressed.
