As a nurse, how often have you thought to yourself, If I had anything to do about it, things would work a little differently? Increasingly, nurses are beginning to realize that they do, in fact, have a role and a voice.

Many nurses encounter daily experiences that motivate them to take on an advocacy role in hopes of impacting policies, laws, or regulations that impact healthcare issues of interest. Of course, doing so means entering the less familiar world of policy and politics. While many nurses do not initially feel prepared to operate in this space effectively, the reward is the opportunity to shape and influence future health policy.

H.R.3030 - Lead by Example Act of 2021

Part 1

Health-related Bill Name

Lead by Example Act of 2021

Bill Number

H.R.3030

Description

Republican senator Warren Davidson introduced the bill on May 7, 2021 (Congress Gov., 2021). The bill has been named Lead by Example since it requires:

All the Congress and congressional staff live as good examples by ceasing to receive health care from the Federal Health Benefits Program and shift to the Department of Veterans Affairs (Staff (Reports, 2016). It Proposes that beginning January 3, 2023, the Federal Government should provide only one healthcare program for the; supplied by the Department of Veteran Affairs.

Federal or State

This is a Federal bill.

Legislative Intent

According to Republican Representative Warren Davidson, this bill will provide for the shift in health coverage for all members and staff of Congress to the Department of Veterans Affairs. The Secretary of Veterans affairs is hence required to ensure that the members of Congress are accorded health care services as if they were veterans themselves.

Proponents

The proponents of this bill include the original sponsor, Representative Warren Davidson, and Representative DesJarlais Scott.

Opponents

There are no opponents.

Target population

The targeted population includes all members of the House of Senate and House of Representatives. It also targets the delegates to the House of representatives from the six permanently inhabited territories of the United States. In addition to the target population is the resident commissioner from Puerto Rico.

Status of the Bill

The bill was introduced to the House by Representative Warren Davidson on May 7, 2021. The bill was read and referred to the Committee on House Administration on the same day. Currently, it is at the Committee on Veterans Affairs for review for a time that the speaker will determine. The bill was then read again and referred to the Subcommittee on Health on July 26, 2021.

General Notes and Comments

The Veteran Affairs department has been experiencing challenges, with the most significant being the expansion of the accessibility of veterans to the disability benefits for those maimed or killed in the war. I believe that with the implementation of this bill, the veterans will specifically enjoy plentiful benefits. Furthermore, it will motivate the people, precisely the armed forces, by joining them in health coverage.

Part 2

As a nurse, I have come to accept the great need for improvements in the level of healthcare offered to patients and, principally, health insurance for soldiers and those serving in the military (Scott & Scott, 2021). This includes militia, the Army, and the Air force, who put their lives on the line for the sake of promoting peace. The Department of Veteran Affairs ensures that the military men and women are rendered free healthcare insurance. There is a significant need to integrate better healthcare insurance policies in the department to ensure that soldiers are accorded the best quality healthcare insurance possible. This will require the graceful input of policy-makers in Congress and the Senate.

The Lead by Example act will be significant in ensuring there are acceptable policies to cover for the health of these persons in the Military men. The inclusion of Congress and the Senate members under the policy will ensure that they develop the appropriate policies and initiate the necessary constitutional amendment policies to ensure favorable health policies. The House of Representatives and the Senate members will be required to seek health insurance under the National Health Program and shift their focus in promoting the Department of Veteran Affairs health coverage. This will significantly impact the benefits accrued by the veterans.

The sponsor for this bill is Warren Davidson, a representative in the Congress from Ohio. He argues that Implementing this bill aims to isolate and solve the Department of Veteran Affairs challenges. The latter has been fighting for increment disability benefits to soldiers mutilated in the line of duty (Korb & Toofan, 2021). Furthermore, the VA Budget that funds the department has been facing challenges concerning approval. He argues that if the Department of Veteran Health ensures the Congress and the Senate members, they will be an excellent example of the government's dedication.
