Factions will work against public interest to attain what they want despite violating men's rights. The author believes that the unequal distribution of property and wealth is what causes a faction to form. A democracy is challenged by a faction because everything is based on what the majority wants and there are times when a faction can be the majority. Madison claims that there are times in that the majority is not always right; therefore, political decisions must be assigned to the wise men. In other words, the men making the decisions in government must be officials elected by the people.
