The rising cost of college tuitions is a product of the overall economic climate. Post-recession conditions has left fewer and fewer dollars for funding higher education and other programs. As a result, many institutions (especially those who don't have the funds available to subsidize tuition for their students) need to increase tuition to continue operating as they have been. Simply put, for institutions to continue offering their programs, it requires a significant amount of overhead costs such as operating buildings, providing housing and food for a large student body, and maintaining the onsite staff needed to support students in all areas, and is therefore expensive. These additional operating costs reflect in students' tuition rates - so, college tuitions have increased over the years.
