In the development economics literature, there is general consensus that growth is good for the poor and that a reduction in inequality contributes to a decline in poverty. However, some have shown that not all the benefits arising from growth, trickle down to the poor. Furthermore there is no guarantee that any improvement in the distribution of incomes raises the income of the poor. The 2014 fiscal reform was poorly designed and mismanaged public policies, sluggish economic growth and family incomes that have been frozen are all factors underlying the rise in the number of people, living with poverty in Mexico.

 

The Programme of Direct support for the Countryside(PROCAMPO), shelled out some four billion dollars in subsidies in 2015. This money mainly benefited big agro exporters in northern Mexico, even though the Programme was initially aimed at helping small scale farmers to weather the impact of the North America Free Trade Agreement(NAFTA) in effect in Canada, Mexico and the U.S.A since 1994.

 

Some seven billion dollars, goes to financing Prospera, a Programme to foment social inclusion. Prospera is a conditional cash transfer Programme which offers families cash grants conditional on school attendance and regular health checkups for children, While the 'Segura Popular' extends health insurance to people not covered by other social security covers. but instead, according to a report by CONEVAL- National Council for Evaluation Of Social Development Policy- published in June 23rd 2015, indicated that 55 million people live in poverty in Mexico- three million more than 2012- which was equivalent to 46.2 % of the population. The report further showed that 12 million-of the number living in poverty-have incomes less than a dollar a day and another 12 million have an income less than 2 dollars a day.

 

The high rising poverty numbers, not only highlights the shortcomings of the Prospera, Segura popular and the PROCAMPO, but also of the National crusade Against Hunger which targeted people with extreme poverty or people living with malnutrition. The aim of the crusade was to reach 7.4 million people across 400 municipalities, and involves 70 federal programmes. 3.7 million of the targeted population live in urban areas while the rest in the country side, yet the crusade seems to have failed in its endeavors.
