I believe that testing someone's knowledge to see if they can perform their job is very important. It is more important in positions where if the employee were to make a mistake it can cause someone to be put in prison or not. By taking a test twice a year the employee can see what they may need to approve on. It is also a chance for these employees to learn new regulations, techniques, and learn new equipment. Having these tests performed twice a year it would keep the expert on top of everything and truly be an expert in their field.
