DECENTRALIZATION
Decentralization means dispersal of authority among the lower levels of the administrative system. (Marume, S. B,2016).
Decentralization mechanism can be strengthened by the fact that decentralization provides a countervailing power to central decision-making, thereby creating a control and balance situation that reduces the possibility of uninformed and impractical central-level policies. Performance advantages can also be provided by decentralization policies in terms of reducing the probability of bottlenecks at the central level, thus increasing the overall system throughput power. Decentralization, as described above, can be related to improving output performance by improving both input and throughput performance. (Saltman, R, 2006).
The administrative performance is enhanced by eliminating delays and supporting faster Operation. It decreases the workload of the headquarters and thereby allows the highest levels to focus on critical issues. Problems such as the formulation of legislation, the analysis of major problems. Minimizing paper work at both higher and lower levels, it relieves the issue of contact fatigue in the company. Experiments in decision-making and execution by multiple units make it possible. Without involving the whole company to an unproven course of action. (Marume, S. B,2016).
In other hand we are taking some risk in decentralization As some disadvantages :
· the risk of sub-optimality as decentralized organizations concentrate on their own results rather than the organization as a whole.
· lack of organized steering impulses.
· inadequate diversity of practices and standards, especially in personnel management.
· decreased comparability and predictability at system level. (Marume, S. B,2016).
