Economic inequality in the United States has been an outpouring generational calamity.  The intrigues of the long history about the phenomenon intensified during the 2008-2009 Great Recession. Constitutional and governance institutions in the United States were designed to be equal and not unequal. The progressive racial narrative surrounds the legal frameworks of institutions. The journey to a racial-progressive society has shifted the collective consciousness and fight against racial oppression. They formed the hallmark of a country ready to lead from the world through institutional equality and the value of diversity.

The United States has demonstrated unrivaled leadership in a mature democracy, economic and military strongholds for many years. The country's military is an institution of longstanding progressive transformation policies. One of the underlying policies is the Defense Advisory Committee on Diversity and Inclusion Board. To become an elite military powerhouse, the United States banked on D & I to traverse the fundamental geopolitical eras through the culture of meritocracy in the entire institutional framework of the country. The Human Resource Standardization System within the military has opened a systematic effective of D & I initiatives in conjunction with the National Science and Technology Agency (Peterson, 2017). The Defense Manpower Data Center (DMDC) has created an influential and active component of the defense system that illuminates the representation of ethnic and racial minorities and African American representation.

For many years, the self-reinforcing forces of income disparity have been associated with politics, democracy and inequality. The changing public policies have given the minority a significant chance to make strides towards the majority groups.
