1) What are the contribution of Dr. Jose Rizal towards nation building using the passage stated below?

 Passage:

"No one blames a pilot who takes refuge in port when the storm begins to blow. It is not cowardice (weaknesses, fear) to duck under a bullet; what is wrong is to defy to fall and never rise again"          - Jose Rizal

Well, the theme of this passage is that it is never wrong to back down especially if you are aware that you will lose the fight. What is wrong is that you "push through" with that fight despite knowing that you have a little to no chance of winning. It can cause a great negative impact on you and it can cause you to never fight again.

If nation building is based on this passage there might be different results - either the country will progress slowly but surely or the country will progress quickly but always looking out for risks.

One example can be about the "dengvaxia vaccine" here in PH. Once the clinical results showed that it can be a vaccine for dengue, DOH ordered the vaccination of children using this vaccine even if it still needs verification and further clinical trials. After there were deaths of children that were "linked" to this vaccine, the government stopped giving it to the children and parents doubted not only this vaccine but all the other vaccines too because they thought they might be risky for their children. this vaccine caused the people to doubt the vaccines which are effective, if only this vaccine was not rushed to bw given to these children it would not have happened.
