In the arid western US states including Colorado, Arizona, Utah and California, water is a limited resource. The populations of these states is continually growing and there is an ongoing conflict between cities and farm regions over water. The agriculture in these areas is unique to the US. Both cities and farmers are purchasing rights to water usage. To ensure urban growth, cities often purchase water rights from farmers. This is often the least expensive way for a city to obtain more water and some farmers are making more money selling water than growing crops.
Discuss the possible consequences of this trend.
Is this the best way to allocate water for all concerned? Explain your answer. Do not just say it should be regulated.
