TITLE; Trust Fund for the Abandoned, Neglected, or Voluntarily Committed Child of 2019

This Bill seeks to provide a trust fund account in a trust entity for every covered abandoned, neglected, or voluntary committed children which shall be entitled to a quarterly deposit in his/her trust fund for the entire duration that the child was in an orphanage or child-caring institution and shall receive the lump sum amount when he/she reaches the age of eighteen.

 

General Comment: (your opinion of the bill in general)

 

The Bill is a good piece of legislation since it obligates the state to step in as guardians for those groups of children who are unable to care for themselves and have no parents to grant them the necessary support needed for their growth and development. The establishment of a Trust Fund for the abandoned, neglected or voluntary committed children grants them a level and fair chance of securing a bright and better future like their counterparts who have parents. This promotes the principle of acting in the 'best interest of the child'.

bill, errors in language, if any, etc.)

There are no errors in language

The provisions of the Bill are all clear and concise on their intended purpose an example being Section 6 which clearly stipulates the amount of the annual allocation to each child and Section 8 which lists the grounds for revocation of grant.

 

However, there should be inclusion on the various ways through which the financial grant ought to be utilized by the beneficiary so as to avoid revocation.
