A few years ago, Amazon bought Whole Foods for almost $14B. Yet, WF didn't even get mentioned in last year's annual report. Why would it have made sense for them to buy WF instead of (a) building an analogous business organically and (b) entering into an alliance with Whole Foods?

Because the of the fact that Whole Foods is the leading grocery retailer. Also Amazon wanted to learn and support their grocery business online.
We don't know why Whole Foods didn't mentioned it in it's last year annual report. But it doesn't change the fact that Amazon bought Whole Foods in 2017. Since it is leading grocery retailer and Amazon is the leading online store it brought high increase in sale to both company. So its a win win situation.
